A New Approach to Scaling Registered Apprenticeship

Registered Apprenticeship programs are proven & time tested, but running them successfully isn't the easiest task. At ApprentiScope, we're addressing these issues by building the tools required to modernize the way we implement, deliver, and manage Registered Apprenticeship at scale.

 

Introduction

For the uninitiated, Registered Apprenticeship is a proven and time-tested training model first introduced in the mid-1900s, that combines On-the-Job Learning, Related Technical Instruction, and a Progressive Wage Schedule. Bound by a regulatory agency, either Federal or State, each new Registered Apprenticeship brought forth by an employer must pass through an approval process to maintain their strict quality standard that is largely absent in other training programs. Apprentices are paid employees as they work to develop their skills with industry professionals who mentor participants throughout their journey into the workforce. Finally, and perhaps most importantly, Registered Apprenticeship creates an opportunity for employers to collaborate with regulators to forge talent pipelines in fields where legacy pipelines fall short.

 

Issues Scaling Registered Apprenticeship

As those who have run successful programs know, the Registered Apprenticeship model works. Running programs successfully, however, isn't the easiest task. Due to the nature of Registered Apprenticeship programs, standards holders (Sponsors) are required to track a significant amount of data for each participant that is largely outside the normal scope of employment. Some of these data points include OJT & RTI hours, competency completion, behavioral performance, wage progression, and Federal & State compliance data. Without a feature-complete and scalable apprenticeship management solution, these requirements put a significant burden on new sponsors before they have a chance to realize the value of their programs and can even turn employers away from Apprenticeship entirely.

A New Approach

We think it's time to update this approach. Throughout the US we're seeing new Registered Apprenticeships crop up in fields like Cybersecurity, Software Development, Renewable Energy, and so many more, yet we don't have the infrastructure in place to enable these new employers, sponsors, intermediaries, and regulators to effectively manage all of these new programs and their participants efficiently. This very truth inspired me & our founding team to set out on a mission to fix this. To create a platform that is built from the ground up to streamline the Registered Apprenticeship system. Not just to streamline time tracking or recruitment, but the whole system. From an applicant searching for a new career path, to a mentor teaching his or her mentee how to more efficiently execute a task, and on up to a state agency running reports to discover new insights into their statewide programs. Our goal is to build a platform that creates synergy between every stakeholder in the system, removing all technological barriers, and supercharging collaboration and scalability throughout it.

Up from there, we have the Sponsor/Intermediary tier which is purpose-built for larger operations like Colleges & Universities or Industry Intermediaries who are managing Registered Apprenticeship programs for multiple employers. We add value at this tier by streamlining recruitment, apprentice placement, employer onboarding & management, occupation delivery, and RAPIDS & WIPS compliance.

And lastly, our Regulator tier is designed to be implemented at the government level to help our regulators directly integrate with their Sponsors & statewide programs.
